On the Windows Phone Blog, company execs announced that users were requesting a file management feature in Windows Phone and they heard you loud and clear, saying:

The app is simply called Files (download link below) and it creates a simple and easy to use file management structure for all of the files on your phone and SD card. It works as you’d expect a file manager to, browse to the specific location on your phone or SD card. Then tap and hold a file to delete, rename, share, move, or copy it to another location.
One thing to keep in mind is that if you search for “files” in the Windows Store on your phone, different apps will come up with the same or similar name. Make sure you’re grabbing the one from Microsoft Corporation – it’s free.
